Arthur Amug Osiya

Arthur Amug Osiya, CBS, is a veteran public administrator and senior state officer currently serving as the Principal Administrative Secretary (PAS) and Presidential Advisor in the Executive Office of the President under the Kenya Kwanza administration. Born in 1967, his distinguished three-decade career in public service spans roles as a District Commissioner, County Commissioner, and Secretary of Administration in the Ministry of Interior. Leveraging his extensive institutional experience and high-level national profiling, Osiya has shifted his focus heavily toward devolved politics to run for the Busia County Gubernatorial seat. Operating under his popular grassroots campaign machinery, "Osiya Mashinani," his platform is built upon demanding financial accountability for county resource allocations, improving dilapidated healthcare and education infrastructure, and championing ethnic cohesion between the Luhya and Iteso communities of Busia.
